My Last Mandate (part 2)


It's hard to say what was on my mind then. I remember I could figure out everything in my brain, but I just couldn't communicate my ideas; I could neither talk nor write. I could only draw. So when the doctor wanted to see what I can understand, I wanted to tell him that we were building a new fish farm. I took a piece of paper and draw the plan of fish farm, and all different fish we would breed, but the doctor didn’t understand what I was trying to explain. I, on the other hand, understood everything he was saying to me. On another occasion some woman doctor wanted me to tell her where I was from. She asked me whether I was from Šempeter. When I answered “No”, she tried again and said a number of places from Nova Gorica to Kobarid, dropping out Tolmin. That made me very angry and right then I remembered that patients always have ribbons with their personal data on the wrist. So I showed her my wrist with the ribbon and she realized that I knew what I was trying to explain. I must admit that such communication is quite difficult!
Staying in a hospital was catastrophic for me. All my life I used to read a lot, especially in the evenings. And there I stayed all day long alone only thinking, since I couldn’t do anything else. In the hospital they switched off the lights at 9 p.m. and I stayed “locked in my brain” since at my age I don’t need more than a five to six hours sleep.  After about ten days the doctor wanted to transfer me into the hospital in Stara Gora where they would teach me to talk, write and read. I didn’t agree because I presumed the exercises would probably last an hour a day, and for the rest of the day I would end up doing nothing again. I kept saying “No, no and no”. Luckily my wife Marinka knows me well and she understood my point, so she helped me conveying my idea to the doctor. I was well aware that I should exercise my speech all the time in the homely atmosphere. The doctor was offended and told my wife that he was responsible for me. Nevertheless she persuaded him to let me home.
I returned home in the evening and the next morning my sister died. She wasn’t ill, but my brain stroke was probably a stress higher than she could respond to. I had five brothers and sisters and when she died I stayed alone. I was having breakfast that morning when the phone rang. My wife answered it and I figured out from her talking what had happened. At that moment I felt a stinging pain in my skull just like at the time of my stroke. Never before something like that happened when my relatives died.
My rehabilitation began, and I will write about it on another occasion. Of course, I never thought I would be a president of Tolmin Fishing Club again. I managed to tell my wife to call Urška, the accountant of our Fishing Club, and told her to stop paying fee to me, and pay it to the vice-president. In the Statute of our Fishing Club we had no vice-president and I had never thought about it before. But at my fourth election I suggested our Management Board to appoint someone so that he could manage the club in case of my absence. Andrej Costantini was appointed as a vice-president then. Maybe I foresaw what was to happen, who knows … 


My colleagues Anka, Urška and Pele visited me and made me very happy. People normally think that it is not adequate to visit an acquaintance who had suffered a brain stroke or any serious disease. I always tell everyone that it is quite the opposite; any person who fell ill rejoices every visit.
I began going to the office in the second half of January, 2015. I also attended all the meetings on the building site of the new fish farm weekly. During winter there is a lot of work in Fishing Club.  The fishing cards of all members and the statistics are to be reviewed. In January reports for the regular assembly of members, the final account, and plans for the next year are to be prepared. In the beginning of February the meeting of Management Board should be called to confirm the materials for the assembly of members. Andrej prepared all those materials very correctly, and I decided to try preparing the report of the management board for the previous year. It was not an easy task. I must admit that in cases like this a computer is a wonderful device, and if I hadn’t had one, I wouldn’t be able to do the task I wanted. Whenever I wrote some word incorrectly the computer did the job for me and put it right. And when I couldn’t find the word in Slovene, the online dictionaries helped me a lot by translating a word I couldn’t remember from another language which I recalled. Slowly my work progressed. I found passages from previous years and copy pasted them to the report I was writing. I am well aware that the report was not on the same level as the previous ones, and it was rather short. But I was really satisfied that I managed to do it myself.
A year before we lacked some money to start the investment into the new fish farm. So I wrote a request to lend some of their own money to all the members of our Fishing Club. We needed a bit more than 60.000 €, so the minimum participation should be at least 500 €. The loan should be returned in a year or two and the interests were a bit higher than those in banks. So we received enough loans from some members till February 15th 2014. Eventually on 28th February we could request funds from the Fish Fund EU.
In spite of my brain stroke I was well aware that we should return money to our members in the middle of February 2015. We managed to do it in time. We also knew that we would need some more money if we wanted to conclude the investment till 30th June 2015. Some bills were higher compared to the invoice. The contractors were paid from different sources (our own funds, long-term bank loan, bridging bank loan). All the bills had to be paid till the end of June 2015 if we wanted to get the EU funds.
The assembly of members was on 28th March, 2015. I didn’t talk much at the meeting, here is an example of what I was writing in my report: “… after receiving ARSO (Slovenian Environment Agency) decision for water right on 11th August 2014, I started writing all that we had been doing for the last 15 years in order to reach the aim and build the new fish farm. On top of all problems I suffered a brain stroke in the beginning of October. My writing was abruptly stopped and I didn’t believe I could have ever written a brochure before the opening of the new fish farm. I started to learn reading, speaking, and writing. It’s a rather funny feeling when you have to do it for the second time in your life! Today I am writing the report as it were for the first time, and I am not sure whether I decide to write the brochure …”
Nevertheless at the end of April 2015 I finally came to conclusion to write a brochure of our 15 year activities. In the beginning it was difficult, but in June 2015 I believed in succeeding it. In the middle of June my writing was interrupted because I had to solve problems with investment funds.
In the beginning of the year we were already aware that we would need some more money to finish the investment into the new fish farm. The investment consisted of two projects: the fish farm and fish meat processing. We received 1 million € for the fish farm and 400.000 € for the fish meat processing from EU fond. We estimated that the fish meat processing project would cost less, namely 100.000 €, whereas the fish farm project would cost about 60.000 € more. Unfortunately we were not allowed to use the money from one project for the other one; what's more, we had to return the money we had saved. So we had to get the rest of money for the fish farm on our own. We went to a bank in Klagenfurt and arranged for an additional loan of 120.000 €. We would spend 60.000 € to pay the constructors, and 60.000 € for current assets of the Faronika d. o. o. company. Waiting for confirmation of the loan seemed very long. We finally got it at the end of May 2015.
I have known for a long time that when you start a project, you should always have more options in case the first one doesn’t work. When thinking about the investment funds I often met my acquaintance from Ljubljana who is the owner of some factories. He was very interested in fish and fish farms. On June 4th 2015 I invited him to have a look at the new fish farm and he was enthusiastic about the building. I told him that we had the funds to finish the investment provided. Nevertheless I asked him if he would lend us some money in case anything went wrong and he promised he would.

My Last Mandate


In 2013 we were preparing the assembly of members in Tolmin Fishing Club. That was not just an ordinary assembly, but elections of all bodies in the fishing club at the same time. I have been a president for 13 years then and I was seriously thinking whether to run for one again or not. All those years I was working on building a bigger fish farm. Our dream was to breed adult marble trout and graylings there in order to put them into our rivers during the fishing season. We constantly feared that the Ministry of the Environment would forbid us to put rainbow trout  in the rivers which would mean a bad fishing season. I can remember well what was going on since I was elected in 2000. Previous president Stane, the secretary Andrej and Anka used to tell me that they sold over 6.000 tourist fishing permits in 1997. When I became the president, the selling of permits decreased drastically. In 2004 we sold only 2.700 permits! There was a constant challenge to buy quality rainbow trout in time to put them into the rivers for the fishing season. I figured out that we would not be able to sell fishing permits if there were not enough fish of any sort.
After 2005 the selling started to increase due to two reasons. When Slovenia became a member of EU we could import live fish from Italy. I soon found a good fish farm in Friuli where we bought quality rainbow trout of different size and started putting them into our rivers. Until then we could put only 5 tons of rainbow trout during the fishing season. After that I succeeded to get permission for putting 14 tons of rainbow trout per year into our rivers which was included in the new Fishing Managment Plan 2006 – 2010.
Our efforts resulted in 7.150 fishing permits sold to tourist fishermen in 2008, so we surpassed the record from year 1997. Since then we had been saving some money to invest in building a new fish farm.
I also counted on bigger sums of money from the EU Fish Fond for building the new fish farm. Unfortunately I found out that it was not possible for the club. So in 2011 I suggested our management board and later at assembly of members to establish investment company for the new fish farm. The proposal was confirmed, so in April we established a company Faronika d.o.o. which became active on 1st July.

In the beginning of year 2013 I was faced with a big dilemma; electoral board of members was to meet and I had to decide whether to run for president again. It is not normal to persist as a president of an association for so long. A new person with new ideas and enthusiasm should be found, I thought.  On the other hand I was well aware that, although we had many obstacles, we could manage to build the new fish farm in a year or two if I stayed. If a new president had been elected, that could not be the case. Few people have the guts to tackle such problem.
Finally I decided to run for president once more. Previously I had always attended district assemblies in Bovec, Kobarid, Most na Soči, Grahovo ob Bači, and Tolmin, but on that occasion I didn’t. I didn’t want to influence on the members of district assemblies to run for me. If they thought I was appropriate candidate, they would propose me, I wouldn’t suggest myself. I also wanted to see whether the majority of members would support me if I started working on such a big and risky project.  I was glad to find out that they ran me for the president in all district assemblies. At the same time I was aware that I was responsible to do the task well in order not to lose the great confidence of our members. I was also sure that it was my last mandate.
On July 1st in 2014 we began building the new fish farm. In fact we started two weeks earlier, but we were not allowed to tell that, since we could face problems regarding the regulations of EU funds. We feared that we wouldn’t be able to finish building till 30th June, 2015, since those were the regulations like all regulations in EU.
That was a happy period for me. We met weekly with building contractors, project leaders, and our supervisors. We had solved many small and big problems, but the fish farm was getting built. After lunch on Saturday 4th October I went fishing in Koritnica. I have gone fishing on my own for years. I like staying by the water watching many things happening in nature. Last time when I was fishing in Koritnica I saw a wild cat. It was a sunny and chilly day. I caught and let go a big trout. Then I sat under a tree and watched the brook the trees and sun rays dancing and glittering on the water. I lit the cigar and thought about making our new fish farm. I was satisfied with myself and the nature surrounding me.
Next evening I watched the news on TV. I was interested in results of municipal elections. Suddenly I felt a pain in my skull, but it passed quickly. I realised that I couldn’t read the results on the screen soon enough; it seemed as if the picture was moving too fast. So I switched on my computer and I couldn’t remember my password. I was angry realizing how I forget things. So I went to bed and started reading “A Brief History of Humankind” by Yuval Harari in German language. I read for some time and was confused because I didn’t know what I was reading! I put the book away and fell asleep.
When I woke up I had a terrible headache and was bewildered since I hadn’t had headaches for long time. I decided to walk my dog Tiba to feel better. When I wanted to call her I couldn’t remember her name. I returned home rather soon and asked my wife what the dog’s name was. She gave me a strange look and asked me if I was joking. When I started reading the newspaper and told her that I didn’t find any sense in what I was reading she disappeared.
Weeks after that event she told me why she disappeared. She went to the garage and called the health centre. She didn’t want me to hear what she was saying.
While she was away I lit my cigar and thought that I should go to the doctor in the afternoon (on Mondays and Tuesdays she works from 14.00 onward) since I realized that something was wrong with me. Sooner than I thought my elder son came and together with my wife they had trouble getting me into the car. The emergency doctor examined me and sent me directly to hospital. Late in the afternoon, after having various examinations, I was accepted to a room in hospital. I think it was only the next day that I realized I suffered a stroke.

70 let ribogojstva na Tolminskem

Tolminski ribiči so poznali prizadevanja profesorja Franketa za ribogojstvo postrvi, še bolj pa morda lokalnega ribiča Frandoliča v Kobaridu. On je začel poskušati gojiti soške postrvi, nimamo pa podatkov o njegovih rezultatih. Verjetno je bila gojitev soške postrvi pretežka, vemo pa, da je Frandolič leta 1906 prinesel ikre potočne postrvi iz Bosne, jih izvalil in nato vlagal v Sočo. Imel je koncesijo za ribolov v Soči od Volarje do Trente z vsemi pritoki in je mnoga leta vlagal mladice potočne postrvi v vse te reke. V Krnsko jezero pa je vložil tudi jezerske zlatovščice in pisance. Takrat je bilo možno dobiti ikre potočne postrvi in tako poznamo, da je že pred prvo svetovno vojno bila majhna ribogojnica ob Bači v Hudajužni, še prej pa ob Idrijci v Idriji. Ribiči so bili prepričani, da bo zato več rib v rekah in bo boljši ribolov. Seveda niso mogli vedeti, da se bodo potočne postrvi skrižale s soškimi postrvi in ogrozile njihov obstoj.
Leta 1938 so Italijani zgradili hidroelektrarni v Doblarju in v Plavah. Zaradi dveh jezu so tolminske reke izgubile jegulje, zgradili pa so ribogojnico v Kobaridu, da bi izboljšali stanje s postrvi na Soči. Nimamo podatkov, kaj se je dogajalo v kobariški ribogojnici do konca leta 1947. Kobarid je bil od konca 2. sv vojne v coni A, ki so ga upravljali Angloamerikanci. S priključitvijo tega teritorija v Jugoslavijo pa je prišel tudi Kobarid z njeno ribogojnico v Slovenijo.
Izvršni svet LRS je dodelil kobariško ribogojnico Ribarskim zadrugam Tolmin, Idrija in Gorica. Nimamo podatkov, kaj se je dogajalo z gojitvijo rib v tej ribogojnici. Verjetno poslovanje ni bilo uspešno, saj je IS LRS kmalu ustanovil Zavod ribogojnice Kobarid. Leta 1956 je bil ta zavod vključen v Upravo gojitvenih lovišč LRS in leta 1961 v Zavod za ribištvo Ljubljana.
Prve podatke o vlaganju zasledimo v poročilu o delu ribarske zadruge za leto 1948. Poročilo navaja, da je bilo v Sočo in njihove prihodke vloženo 87.000 postrvjega zaroda. Gotovo so bile to potočne postrvi in verjetno so jih dobili v ribogojnici v Kobaridu.
V jeseni 1968 je ribiška družina prvič organizirala in izvedla smukanje soške postrvi v reki Tolminki. Ikre so bile oddane v valjenje v ribogojnico Ilirska Bistrica. Dve leti kasneje se je pričela vzreja soške postrvi v sodelovanju z RD Soča v vališču v Solkanu. Zarod je bil pripeljan v gojitvene potoke in po enem ali dveh letih so bile mladice izlovile in vložene v ribolovne reke.
Sodelovanje z RD Soča je bilo v redu, vendar so ribiči iz RD Tolmin vedno želeli zgraditi svojo ribogojnico. Dodaten vzgon je pomenilo odkritje čistih soških postrvi v Zadlaščici leta 1985. Ribiči so več let tudi iskali primeren potok za vališče. Do leta 1988 so že ugotovili, da je najbolj primeren izvir Zapolje, ker je voda vedno čista in vedno topla 11°C, tudi pozimi.
Problem je seveda bil denar. Turistični ribolov se je večal, a to ni bilo dovolj. Na srečo je prišla na pomoč sama soška postrv. Ko je bila odkrita edina reka, kjer so samo čiste soške postrvi, se je že gradilo hidroelektrarno na tej vodi. Nekaj kilometrov struge bo imelo manj vode in torej manj soških postrvi! Vodstvo ribiške družine se je zato pogajalo s podjetjem Soške elektrarne, ki je gradilo to elektrarno. Dogovorjeno je bilo, da bodo Soške elektrarne plačale stroške za izgradnjo objekta valilnice, ribiška družina pa vso notranjo opremo in inštalacije.
Valilnica je bila končana jeseni leta 1989 in že tisto zimo so se že valile ikre soških postrvi. Leta 1990 je bil že prvi dan zaposlen vodja ribogojstva in kmalu za njim še dva ribogojca. Uspeh je bil zelo dober in do danes se je v vališču vzredilo na milijone in milijone zaroda soških postrvi in kasneje lipanov.
Članom ribiške družine pa ni bilo všeč, da je treba pozimi vsako leto z agregatom izloviti mnogo plemenk, da bi pridobili ikre za vališče. Na srečo je spet prišlo v pomoč podjetje Soške elektrarne. Po prvi sv. vojni je bila v Zalogu ob Tolminki zgrajena prva elektrarna, ki je elektrificirala Tolmin. Po drugi sv. vojni pa ta elektrarna ni več delovala. Po letu 1990 pa je podjetje Soške elektrarne načrtovalo rekonstrukcijo te elektrarne in spet je prišlo sodelovanje z ribiško družino. Skupaj se je leta 1994 zgradilo hidroelektrarno in majhno ribogojnico. V to ribogojnico so se naselile plemenke soških postrvi in kasneje tudi lipani.
Ti uspehi so dali zagon vodstvu Ribiške družine Tolmin. Takoj so začeli razmišljati o večji ribogojnici, kjer bi vzredili tudi odrasle postrvi in lipane, ki jih je treba vlagati v reke med ribolovno sezono. Že pred letom 2000 so skupaj s Soškimi elektrarnami iskali možno lokacijo. Na koncu so sklenili, da bi se zgradilo ribogojnico nižje na Tolminki na desnem bregu in v tem času je bila lokacija za ribogojnico potrjena tudi za prostorski načrt Občine Tolmin.
Vodstvo ribiške družine je že leta 2000 pripravilo prvi projekt nove ribogojnice. Časi pa so se spremenili. Pred tem letom ribiške družine niso imele davkov, po letu 2000 pa je bilo treba plačati DVD in ribiška družina je naenkrat izgubila 20% dohodkov. Ni bilo več možno zgraditi nove ribogojnice in vodstvo je poskušalo dobiti sodelovanje z večjo ribogojnico, kamor bi dali naše mladice soških postrvi in lipanov v rejo. Že leta 2004, ko je bila Slovenija vključena v EU, smo pričeli sodelovati z veliko ribogojnico pri Osoppu v Furlaniji. Tam je ribiška družina kupovala vse šarenke za vlaganje v naše vode, istočasno pa smo tja prodali po 50.000 mladic soške postrvi in lipanov, ki bi jih po dveh letih kupili nazaj.
Po dveh letih je delovalo za lipane in smo odkupili za okrog tri tone lipanov, za soške postrvi pa samo prvič in zadnjič. Povedali so nam, da je njihova vzreja za soške postrvi pretežka. Naslednje leto pa je bilo konec tudi z lipani. Vodstvo ribiške družine je poskušalo dobiti sodelovanje z drugimi ribogojnicami, a ni bilo uspeha.
Že leta 2003 je vodstvo ribiške družine pričelo pripravljati projekt in poslovni načrt za novo ribogojnico, ker je računalo, da bo takoj po vstopu Slovenije v EU možno dobiti sredstva iz ribjega sklada. To se je zgodilo 1. maja 2004 in jeseni je RD Tolmin že predložilo svoj projekt Ministrstvu za kmetijstvo. Na žalost društva niso mogla dobiti ta sredstva, ampak samo podjetja. Ministrstvo je povedalo, da bo Slovenija dobila precej sredstva iz ribjega sklada v proračunu EU od 2007 do 2013, vendar bo možno dobiti ta sredstva šele leta 2009. Ministrstvo pa bo v EU zagotovilo, da bodo ta sredstva lahko dobila tudi ribiške družine.
Vodstvo RD Tolmin se je vsa naslednja leta prizadevalo, da bi pravočasno pridobilo parcelo in vse pogoje za gradbeno dovoljenje. Prvotni projekt ni omogočal pridobitev vodnega dovoljenja. Zato je hotelo kupiti ribogojnico v Kobaridu, ker je Zavod za ribištvo to predlagalo, a po več kot enem letu se je to izjalovilo. Za tem se je ribiška družina pogajala z lastnikom na parceli na levem bregu Tolminke, a je bilo predrago. Končno smo spet napravili projekt na desnem bregu Tolminke, ker nam je podjetje Soške elektrarne dovolilo, da se dobi odvzem vode pred elektrarno, kar je omogočalo dovolj velik padec in s tem zvišati teren za ribogojnico.
Konec leta 2006 pa nam je Ministrstvo za kmetijstvo sporočilo, da ribiške družine ne morejo dobiti sredstev. Vodstvu ribiške družine je bilo jasno, da bo možno graditi samo, če bo ustanovljeno podjetje. Trajalo je kar nekaj let in na Zboru članov leta 2011 je bilo ustanovljeno podjetje Faronika d.o.o.

Zadnji trenutek in z zadnjim denarjem se je leta 2014 začela graditi nova ribogojnica. Zaključena je bila konec junija 2015 in dve leti že deluje.

Pišem primorskim ribičem

Spoštovani kolegi ribiči, člani ZRD Primorske!

Vsem članom ZRD Primorske moram pisati osebno, ker je vam enako pisal g. Marko Lipovž, predsednik RD Renče, pisal pa je v glavnem o meni in o mojem značaju. Tako nedostojnega pisma še nisem videl. Ko med drugim pravi, da sem bojazljiv, mora biti gotovo g. Lipovž zelo pogumen, da napiše toliko klevet o nekom, s katerim ni še nikoli govoril.
No, pa poglejmo, kaj piše o meni:
-poveličujem RD Tolmin
-zaničujem druge članice RD
-slepo in trmasto vztrajam in želim voditi ZRD Primorske
-sem nespoštljiv, zaničevalen in nekorekten
-potrebno me je moralno obsojati
-izkažem namišljeno vodilno  vlogo RD Tolmin v upravljanju ZRD Primorske
-sem krivičen in bojazljiv
Dovolite, da najprej pojasnim o svoji vlogi v ZRD Primorske. Leta 2003 so me druge članice prosile, da prevzamem funkcijo predsednika ZRDP. Poleg tega so me tudi izvolili v UO ZRS. Najprej sem s pomočjo g. Svetom Prelovcem (RD Soča), g. Lojzetom Bizjakom (RD Koper) in g. Tonetom Jesenškom (RD Tolmin) pripravil Pogodbo in Statut ZRD Primorske, ki ju je skupščina potrdila. Ponosen sem, da smo takrat poleg tega naredili dve stvari: ustanovili smo fond soških postrvi in lipanov, kot drugo pa smo rešili jadransko potočno postrv iz Rižane.
Fond smo ustanovili zato, da so te ribe lahko dobile druge članice, ki jih niso imele. Od začetka je te ribe dajala samo RD Tolmin, kasneje pa nekaj postrvi tudi RD Ajdovščina.
Po mojem mnenju je bila rešitev rižank še bolj pomembna. S Fakulteto z biotehniko smo se dogovorili za projekt, da bomo raziskali postrvi v vseh rekah in potokih Primorske. Hoteli smo videti, ali so še kje genetsko čiste soške postrvi in ali so kje tudi jadranske potočne postrvi. Vse potočne postrvi v rekah Primorske so bile prinesene; iz atlantskih ali iz donavskih rek. Dobili smo jadranske postrvi v Rižani in je g. Dušan Jesenšek uspel dobiti dovoljenje za vzrejo teh postrvi, ki se jih lahko vlaga v Rižano. Že dolgo let uspešno sodelujemo RD Koper in RD Tolmin za njihovo vzrejo. Sicer pa ribiči kar vprašajte ribiče iz RD Kopra, kako čudovite so te ribe. Če se kdo potrudi, jih lahko vidi kot plemenke v mali ribogojnici v Tolminu.
Na koncu mojega mandata, tako v ZRD Primorske kot tudi v ZRS, nisem hotel nadaljevati, ker sem imel dovolj dela v RD Tolmin. Člani ZRDP so v RZS izvolili g. Berlota, v ZRDP pa so hoteli, da nadaljujem. Skoraj sem ostal predsednik ZRDP, a mi je uspelo dobiti g. Marjana Repanška iz RD Idrija in na moj predlog je bil na skupščini ZRDP izvoljen za predsednika in odlično je opravil svoj petletni mandat. Članice ZRDP so za njim izvolili g. Berlota, verjetno zato, ker je bil istočasno član UO RZS.
Jaz o ZRDP nisem več razmišljal, saj sem imel dovolj dela in veliko problemov v RD Tolmin. Visoke funkcije me nikoli niso zanimale, bolj pomembno mi je, da nekaj pametnega narediš. Zakaj je dal ostavko g. Berlot ne vem in zakaj je bil dogovorjen g. Costantini za predsednika, ne vem. Ravno takrat sem dobil možgansko kap in nekaj mesecev sem bil v bolnici in doma, bil pa sem prepričan, da ne bom več niti predsednik RD Tolmin, še manj pa nisem razmišljal, da bi vodil ZRD Primorske, kot si predstavlja g. Lipovž!
No, ker g. Lipovž toliko govori, kako so vse članice ZRDP enakovredne, se strinjam. Takoj po prvem njegovem pismu, je zahteval UO RD Tolmin, da morajo vse članice plačati enako članarino. Saj moramo biti enakovredni, kajne g. Lipovž? UO RD Tolmin je zahteval, da moram to predlagati na prihodnji skupščini ZRD Primorske, a kot veste, do tega ni prišlo. Že prvo pismo g. Lipovža je člane našega UO razburilo. Vsi so poznali, da je delovanje ZRDP normalno in vsako leto se opravi vse delo po programu; tabor mladih ribičev, liga tekmovanja članov in mladincev in izobraževanje. Ravno tako je bilo do takrat skrbno gospodarjenje, saj je trenutno na računu ZRDP nad 12.000 EUR.
Po drugi strani so člani UO kritizirali, da g. Costantini ni pravočasno skliceval UO in skupščino ZRDP. To za predsednika ni primerno. Tako jaz, kot vsi drugi v RD Tolmin, bi bili veseli, da se izvoli drugega predsednika. Če bi to predlagal normalno v skladu s statutom g. Lipovž, bi mi ne imeli nič proti temu. Ker vem, da je sedaj on neformalni vodja ZRDP, bi bilo lepo, da bi korektno sam kandidiral in mi bi ga podprli.
In kaj je on naredil? Kolikor sem slišal, je tajno sklical alternativno skupščino dovolj članic ZRDP in predlagal nove funkcionarje UO. Veste g. Lipovž, ker vedno govorite o enakopravnosti vseh članic ZRDP, ali je bila RD Tolmin enako enakopravna, ko je izvedela v prvi sekundi, da je nekdo kandidiran za predsednika in že v naslednji sekundi je bil izvoljen!? In proti sta bila samo delegata RD Tolmin. Res neverjetna demokracija, 40% primorskih ribičev ne sme vedeti, kdo bo naš novi predsednik!
Ko je bila ta skupščina končana, nismo mislili ne jaz ne drugi člani UO RD Tolmin, da bi veljavnost te skupščine ugovarjali. Že prvi naslednji delovni dan pa je novo vodstvo ZRDP začelo z mobingom nad g. Costantinijem in je hotelo takoj dobiti ves arhiv in žig  ZRDP. Vedel sem, da je bila že ta skupščina nelegalna glede na Zakon o društvih in na Statut ZRDP, zato pa sem od g. Costantinijem zahteval, da mora on delati zakonito. Arhiv in žig bo lahko predal novemu predsedniku, ko bo ta registriran in ko bo dobil zapisnik skupščine. Ni pomagalo, g. Costantini je hotel kljub temu vse oddati. Zato sem predlagal UO RD Tolmin, da sprejmemo sklep, da stari predsednik ne sme ničesar oddati, dokler ne bo registriran nov predsednik.
Kljub temu je hotel g. Costantini še vedno peljati vse. Zato sem moral iti do advokata, da je pripravil pravno mnenje o tej zadevi in zelo hitro sem sklical sejo UO RD Tolmin. Na koncu smo bili na UO enotni, da smo enakopravna članica ZRDP in ne smemo dovoliti tako nezakonito delovanje. Sklep UO RD Tolmin ste vsi dobili.
Moram pa še nekaj povedati članom ZRD Primorske. G. Lipovž ves čas govori o 2.000 EUR za proslavo o 60 obletnici ZRDP. Ko smo imeli 50. Obletnico, sem jaz pripravil zbornik, ki ga verjetno lahko vidite v vaših RD in upam, da jo bo še kdo v ZRDP pripravil za kakšno obletnico. Poleg tega smo pripravili veliko proslavo v Ilirski Bistrici. Za  60. Obletnico ZRDP ni nihče pripravil ne zbornika in ne proslave, hvala bogu da je vsaj g. Costantini pripravil 61. obletnico. Jaz takrat sploh nisem o tem razmišljal, bil sem namreč predsednik organizacijskega odbora za odprtje nove ribogojnice v Tolminu. Ne spomnim se, kdaj me je takratni predsednik ZRDP, g. Costantini prosil, da bi zraven imeli tudi proslavo ZRDP. Povedal sem mu, da to lahko naredimo, seveda za normalno ceno. Če bi me bil kdor koli iz ZRDP poklical, da ta cena ni sprejemljiva, bi mu bil povedal, da pač potem te proslave pri nas ne bi bilo. Že tako smo imeli cel tisti dan pri nas nad 500 ljudi in vsi so lahko poleg drugega jedli in pili. Sicer pa smo ob velikih finančnih problemih tudi tistega leta plačali v ZRDP 3.600 EUR, torej precej več, kot je stala proslava ZRDP.
Poleg tega je g. Lipovž napisal, da je bilo za lansko skupščino »enormno plačilo gostinskih uslug …in sicer bilo je plačanih 44 kosil.« Preveril sem. V gostilni »Pri Mimici« na Vogrskem je bilo plačanih 20 kosil in nekaj pijače za skupaj 255,20 EUR. Veste g. Lipovž, vaša resnica je zelo šepava!
»…zaradi bojazni, kaj bo novo vodstvo odkrilo v finančnem poslovanju ZRDP«, kot govori naprej G. Lipovž, moramo pa res postati malo bolj previdni in bom predlagal UO RD Tolmin, da na naš račun naročimo uradno revizijo finančnega poslovanja ZRDP. Za vsak slučaj!

And Where Are The Marble Trout...

In the summer of 1987 Stane, then president of the Angler’s Club of Tolmin (Ribiška družina Tolmin), gave me a call. He told me that in the middle of August two special fly-fishermen would visit the Tolminska (the Tolmin region). Men who had written books about fly-fishing from all over the world and reports in the biggest angler magazines. They were to fish in the waters of Tolmin for a whole week as they wanted to see the fabled marble trout for the first time. Stane was keen to find a good fishing guide that could lead them along the Soča and its tributaries. Many members of the club were good fishermen, but the problem was language. Besides Slovenian, most of the older members spoke only Italian, while students in the post-war schools had not learned many foreign languages. But Stane knew that my work took me to many countries and that I also spoke English. I immediately agreed to help when he asked me.

I had been a passionate fisherman since my youth, but by 1987 I had been working in Nova Gorica for several years and had little time for fishing. I also lived in Nova Gorica during the week and only came home to Tolmin on Saturday mornings. I could only fish on the weekends, so I keenly accepted Stane's invitation as it meant I would be able to fish all week. I quickly arranged my vacation and was set.

With Stane we arranged for me to come to penzion Šterk at Most na Soči directly after work on Friday evening. There I would meet these two famous fishermen and we could make a plan for the rest of the week. I came indeed, but saw that there was another gentlemen present whom I had not met before. This was Mr Marjan Fratnik, born in Most na Soči but a resident of Milan since the end of the Second World War. I greeted Mr Fratnik and both famous fishermen, but Mr Fratnik immediately began questioning me. Where was I from? I quickly saw that he was asking because he had noticed my surname and when I told him, he revealed that in Gorica he had been a classmate of my eldest brother. He was thrilled. He told me how well my brother Vladimir had done at school and how during the holidays he would visit our house in Nemški Rut. Vladimir liked to hunt dormice and my Grandmother cooked them for the two of them and they both enjoyed eating them. I was very surprised by this news, as no one had ever told me much about my eldest brother. He had been born 24 years before me and died young, long before I was even born. Later Mr Fratnik would tell me tales of him many more times.

Mr Fratnik was the first to bring well-known fishermen from the developed Western countries to the Soča. Slovenia was then part of the communist Yugoslavia and Western tourist fishermen did not like to visit. The exceptions were the Italians, for they were our neighbors, and their fishermen had begun coming across already in the 1960s — but they were not very numerous. But Mr Fratnik always came and was also a member of our Angler's Club. Before the Second World War his father had had a lease on the river Bača and there Mr Fratnik had already caught his first trout when he was 16 years old. He was already a fly-fisherman and there were few of them in those days. Later, while living in Milan, he fished around the world, met many famous fly-fishermen and himself became famous. He created the well-known F-Fly, which helps when no fish would take the bait anymore.

That evening I also became well acquainted with Mr Price and Mr Martin. We spent most of the evening talking of the marble trout and both gentlemen could hardly wait to meet this famous trout. Mr Fratnik was very sorry that he would not be able to fly-fish with us, for he had to return to Milan, but promised us that he would be back at the end of the next week to hear about our experiences on the rivers.

The next morning I took the Englishman and the American to the Soča. We caught greylings and trout, but none of the trout were marbles. I felt quite upset that we could not catch them. I did catch a smallish trout that had something of a marbled pattern, but she was a hybrid like most of the others. Even more of the fish we caught were brown and rainbow trout. The next day we headed to the Soča canyon and the Bovec area. Again, we caught many beautiful fish, but no marble trout. Mr Martin and Mr Price both enjoyed the river and the nature, but I could tell that they were becoming more and more disappointed at not seeing any of the elusive marbles. To distract them from their disappointment, I constantly talked of local particularities and quite a lot about the history of the Tolminska. When we stood atop the Italian charnel house in Kobarid I pointed out the Soča and the First World War Soča front (Isonzo front). I mentioned that Ernest Hemingway had been on the Italian side and that the experience had inspired him to write his book, "A Farewell to Arms". Mr Martin enthusiastically told me that he would write his own book about fly-fishing on the Soča and title it, "On the Trail of Hemingway."

Every evening we would dine late into the night at Šterk's in always president Stane would join us, as well as often the fishing rangers Mr Fischione and Mr Gorjan. Both rangers were also excellent fishermen and gave me recommendations where we should go to try and catch some marble trout. I spent all my time translating from Slovenian to English and back. In this way Darrel Martin and Taff Price learned of many fishing adventures, but we had the loveliest time when Fischione and Gorjan started to sing. They sang well, and both Slovenian and Italian songs. I felt rather embarrassed that I was quite tone deaf. In the middle of the week another Italian fisherman from Firenze joined us and proved pleasant company.

After that we fly-fished on the Idrijca, Trebuščica, Bača and Tolminka rivers. The Italian fisherman joined us on the Tolminka. I do not remember his name, but at the end of this fishing holiday, he gave me his fly rod, which I liked very much and use to this very day. I took them into the Tolminka gorges, for I was sure that at least in that deep canyon we would be able to catch some marble trout. The gorges are very deep and it is impossible to proceed upstream by simply following the river; sometimes it is too deep, other times rocks do not permit passage. One has to return to the road over and over, walk a ways and then return down to the river. First I would take one fisherman down, then return to lead the second, and then the third, one after another. I explained to each that he must climb up to the road when he could go no further upstream. I would collect them all on the roadside at the end. The Tolminka demands a lot of caution, for the trout are very beautiful and large, but also very shy, and when they spot a person they immediately hide. One always has to fly-fish against the current and, if possible, while kneeling or crouching to break up one's silhouette. Because of the refraction of light when it hits the water, fish cannot spot a fisherman at an acute angle downstream, for they always swim facing upstream.

Once I had arranged all the fishermen along the Tolminka, I calculated that they would be able to fly fish at least two or three hours. So I drove ahead and stopped just before Polog and went down to the river myself. I caught many trout, but released them all. Until then I had been in the habit of taking every fish that was large enough, and once I had caught the three permitted, I would stop fishing. All the fishermen I knew did the same. But on this fishing holiday I noticed that Darrel and Taff released all the fish they caught. So I also released all my fish, which I had never done before. Since I had been a child, the catch had been important to me and I liked eating the fish I caught. This had been the reason to even begin fishing! Well, now I saw that in the West even fishing could be simple sport and the catch no longer crucial.

After about two hours, however, I caught a large trout, more than 50 cm long. It was beautiful, but it was a hybrid. I spent a long time thinking about whether to release it, but in the end I killed it. I wanted the foreign fishermen to see such a beautiful trout and I also wanted to eat it at home. I returned to the road and as I drove back I picked up the other three fishermen. Already there they let me know that they had had an excellent sport, but alas none of them had caught a marble trout. I showed them my trout and they agreed it looked beautiful, but I could feel that the Englishman and the American look at me as though I was a bit of a barbarian. I did not get the same feeling from the Italian.

Before the last fishing day we spent the evening at Šterk's in deep discussion about what to do. True, both Mr Martin and Mr Price had enjoyed a week of fine fishing, but they were disappointed that they had not found the famous marble trout. Even I was desperate. I don't know who came up with the idea, probably it was Stane, that I take the two fishermen to the Zadlaščica. It must have been the first time I had heard that the Zadlaščica stream had only pure marble trout! They had been discovered in 1985 when Mr Fischione, on his initiative and with the permission of president Stane, took Dr. Ocvirk, Director of the Fisheries Research Institute in Ljubljana, to that stream.. This institute had by then already spent three years carrying out the first serious research project on the marble trout in its Kobarid fish farm. Broodstock marble trout were caught by electrofishing in the Soča, Koritnica and Tolminka rivers, brought to the fish farm and stripped of their roe. In 1985 these young marble trout were already big enough for Dr. Ocvirk to understand how they even looked and how marble trout grew. When Mr Fischione brought Dr. Ocvirk and his team to the Zadlaščica they caught around 80 trout and when the Doctor checked them, they realized that all were pure marble trout! By then they had already checked all the rivers in the Littoral (Primorska) and everywhere they had found plenty of hybrids but no marble trout. Fishermen had almost annihilated the marble trout by stocking brown trout in these rivers over the last century.

At that time, in 1987, when I was guiding Mr Taff Price and Mr Darrel Martin around our rivers, we could still fish in the Zadlaščica. I was excited to take the two famous anglers to the Zadlaščica and there was plenty to see. We caught marble trout, one after another, each more beautiful than the last. They were not large, but they were perfect and, most importantly, all of them were real, pure marble trout!


I was exceptionally satisfied to have saved the pride of the marble trout, the Angler's Club of Tolmin, and not least my own. That last evening Mr Fratnik also came to Šterk's from Milan and we celebrated our marble trout late into the night.

SP6 In kje so soške postrvi?

Poleti leta 1987 me je poklical Stane, takratni predsednik Ribiške družine Tolmin. Povedal mi je, da bosta sredi avgusta prišla na Tolminsko dva posebna muharja, ki sta o muharjenju iz celega sveta pisala knjige in reportaže v ribiške revije. Eden je bil Anglež, Mr. Taff Price in drugi Američan, Martin Darell. Muharila naj bi po vseh tolminskih rekah cel teden, saj sta hotela prvič videti slavno soško postrv. Stane pa je hotel dobiti dobrega ribiškega vodnika, da bi ta dva slavna ribiča vodil po Soči in njihovih pritokih. Mnogi člani Ribiške družine Tolmin so bili dobri ribiči, problem pa je bil z jezikom. Večina starejših članov je znalo italijansko, v šolah po vojni pa so se učenci in dijaki malo naučili tujih jezikov. Stane pa je vedel, da sem jaz zaradi svojega dela hodil po mnogih državah in sem znal govoriti tudi angleško. Ob njegovi prošnji sem takoj pristal.
Strasten ribič sem bil od otroških nog. Takrat sem pa že nekaj let delal v Novi Gorici in nisem imel toliko časa za ribolov. V Novi Gorici sem tudi živel med tednom in sem prišel domov v Tolmin šele ob sobotah zjutraj. Na ribolov sem lahko šel šele za vikend. Z veseljem sem zato sprejel to Stanetovo vabilo, saj bom lahko ribaril cel teden in dopust je bil hitro urejen.
S Stanetom sva se dogovorila, da naj pridem na petek zvečer direktno po službi v penzion Šterk na Mostu na Soči. Tam bi spoznal oba slavna ribiča in lahko bi pripravili načrt za cel teden. Res sem prišel, a sem videl, da je tam bil še en gospod, ki ga prej nisem poznal. To je bil g. Fratnik, rojen v Mostu na Soči, a je že od konca druge svetovne vojne živel v Milanu. Pozdravil sem g. Fratnika in oba slavna ribiča, a me je g. Fratnik takoj začel spraševati od kje sem doma. Hitro sem videl, zakaj me je spraševal, opazil je namreč moj priimek in ko sem mu povedal od kje sem doma, mi je razkril, da je bil v Gorici sošolec mojega najstarejšega brata. Bil je navdušen. Povedal mi je, kako je bil moj brat Vladimir dober v šoli in kako je med počitnicami prihajal v Nemški rut v našo hišo. Vladimir je rad lovil polhe in obema jih je pripravila moja stara mama, da sta jih oba z veseljem jedla. Mene je to zelo presenetilo, saj mi še nihče ni pripovedoval o mojem najstarejšem bratu, bil je namreč 24 let starejši od mene in umrl je mlad, mnogo prej, kot sem se jaz rodil. Kasneje mi je g. Fratnik o njem še velikokrat pripovedoval.
G. Fratnik je bil prvi, ki je pripeljal na Sočo znane muharje iz razvitih zapadnih držav. Slovenija je bila del komunistične Jugoslavije in seveda zapadni turistični ribiči tja niso radi prihajali. Izjema so bili Italijani, saj so bili naši sosedi in so prvi ribiči prihajali že v 60-ih letih prejšnjega stoletja, a prav veliko jih ni bilo. G. Fratnik pa je vedno prihajal in bil je tudi član naše ribiške družine. Pred 2. Svetovno vojno je imel njegov oče zakup reke Bače in tam je G. Fratnik že ujel prvo postrv, ko je bil star 16 let. Bil je že muhar in takih je bilo takrat malo. Kasneje, ko je živel v Milanu, je muharil po vsem svetu, spoznal je mnogo slavnih muharjev in tudi sam je postal slaven. On je naredil slavno muho F-muho (F-Fly), ki pomaga takrat, ko nobena riba ne prime.
Tisti večer sem dobro spoznal tudi g. Price in g. Darell. Največ smo govorili o soški postrvi in oba gospoda sta komaj čakala, da bosta spoznala to slavno postrv. G. Fratniku je bilo žal, ker ne bo mogel muhariti z nami, saj je moral oditi nazaj v Milan, obljubil pa nam je, da se bo vrnil konec naslednjega tedna, da bo videl, kaj se nam je na rekah dogajalo.
Naslednji dan zjutraj sem odpeljal Angleža in Američana na Sočo. Ujeli smo lipane in postrvi, ampak nobena postrv ni bila soška. Bilo mi je kar hudo, da je ne dobimo. Jaz sem sicer ujel eno manjšo postrv, ki je imela nekaj marmornega vzorca a bila je križanka kot večina drugih. Še več pa smo ujeli potočne postrvi in šarenke. Naslednji dan smo odšli tudi v kanjon in na Bovško. Ujeli smo, tudi lepe ribe, a soške postrvi nismo dobili. G. Darell in g. Price sta bila sicer navdušena nad reko in naravo, a opazil sem, da postaja vse bolj razočarana, ker nisva mogla dobiti soške postrvi. Da ne bi bila preveč razočarana, sem ju stalno govoril a raznih posebnostih in precej o zgodovini na Tolminskem. Ko smo stali na vrhu italijanske kostnice v Kobaridu, sem jima kazal Sočo in soško fronto v 1. Svetovni vojni. Omenil sem, da je bil na italijanski strani tudi Ernest Hemingway in da je o tem napisal knjigo »Zbogom orožje«. G. Martin Darell mi je navdušeno rekel, da bo napisal svojo knjigo o muharjenju na Soči in njen naslov se bo imenoval: »Na mojih sledeh o Hemingwayu.«
Vsak večer smo pozno večerjali pri Šterku in vedno je prišel zraven predsednik Stane, ponavadi pa tudi ribiška čuvaja g. Fischione in  g. Gorjan. Oba čuvaja sta bila dobra ribiča in sta mi predlagala, kje naj še lovimo, da ujamemo kakšno soško postrv. Jaz sem ves čas prevajal iz slovenščine v angleščino in obratno. Tako Martin kot tudi Taff sta tako lahko zvedela mnogo ribiških dogodivščin, še najlepše pa je bilo, ko sta Fischione in Gorjan začela peti. Pela sta dobro in to slovenske in italijanske pesmi. Meni je bilo kar hudo, ker nimam posluha. Sredi tedna se je pridružil tudi še en italijanski ribič iz Firenc in je bilo prav prijetno.
Potem smo muharili na Idrijci, na Trebuščici, na Bači in na Tolminki. Na Tolminko je šel zraven tudi italijanski ribič iz Firenc. Njegovega imena se ne spomnim, a na koncu teh ribolovnih počitnic, mi je podaril svojo muharico, ki mi je bila zelo všeč in še danes jo uporabljam. Peljal sem jih v kanjon Tolminke, saj sem bil prepričan, da bomo vsaj tam ujeli kakšno soško postrv. Kanjon Tolminke je zelo globoka, in ni možno napredovati samo po reki; od časa do časa je pregloboka, naprej pa ne pustijo skale. Zato je treba zopet iti navzgor do ceste, hoditi nekoliko naprej in se spet spustiti do reke. Najprej sem peljal navzdol prvega ribiča in sem se vrnil na cesto in naprej sem peljal navzdol drugega ribiča in enako sem napravil s tretjim. Vsakemu sem dopovedal, da mora priti navkreber na cesto, ko ne more iti naprej. Na cesti bom na koncu  vse ribiče pobral. Na Tolminki je treba biti zelo previden, postrvi so zelo lepe in tudi velike, a so zelo plašne, ko opazijo človeka, se takoj skrijejo. Vedno je treba muhariti proti toku reke navzgor in če je možno in je treba tudi klečati. Kot svetlobe iz vode in zraka ni enak, zaradi tega ribe ne morejo opaziti ribiča na ostrem kotu navzdol, one namreč vedno stojijo proti toku navzgor.
Ko sem razporedil vse ribiče na Tolminki, sem računal, da bodo lahko muharili vsaj dve do tri ure. Zato sem šel oziroma vozil naprej in sem se že tik pred Pologom spustil na Tolminko. Ujel sem precej postrvi, a sem jih izpustil. Do takrat sem uplenil vsako ribo, ki je bila dovolj velika in ko sem uplenil tri, sem nehal z ribolovom. Enako so delali vsi drugi ribiči, ki sem jih poznal. Na tem ribolovu sem pa takoj opazil, da Martin in Taff spustita vse ribe. Zato tudi jaz nisem uplenil nobene ribe, kar se mi nikoli prej ni zgodilo. Že od otroških let mi je bil plen pomemben in zelo rad sem jih jedel. Zaradi tega sem se sploh lotil ribariti. No, zdaj sem pa videl, da je na zapadu že tudi ribolov lahko samo šport, plen pa ni bil več pomemben.
Po približno dveh urah pa sem ujel veliko postrv, dolgo nad 50 cm. Bila je lepa, ampak bila je le križanka. Dolgo sem razmišljal, ali jo spustim a na koncu sem jo ubil. Hotel sem, da tuji ribiči vidijo tako lepo postrv in tudi, da jo bomo lahko doma pojedli. Vrnil sem se na cesto in ko sem vozil nazaj sem pobral vse tri ribiče. Že tam so mi povedali, da so imeli odličen ribolov, a na žalost ni nihče dobil soško postrv. Pokazal sem jim mojo postrv, rekli so, da je lepa, a čutil sem, da me Anglež in Američan malo gledata kot barbara, pri Italijanu pa nisem imel tega občutka.
Pred zadnjim ribolovnim dnevom smo zvečer pri Šterku na veliko razmišljali, kaj naj naredimo. Res sta imela Martin in Taff lep ribolov cel teden, a bila sta razočarana, ker nista našla slavne soške postrvi. Tudi jaz sem bil obupan. Ne vem, kdo se je spomnil, po moje je bil Stane, da naj peljem oba ribiča na ribolov na Zadlaščico. Verjetno je bilo to prvič, ko sem izvedel, da so v potoku Zadlaščici samo čiste soške postrvi! Odkrite so bile leta 1985, ko je g. Fischione na svojo pobudo in z dovoljenjem predsednikom Stanetom peljal na ta potok dr. Ocvirka, direktorja Zavoda za ribištvo v Ljubljani. Ta zavod je takrat že tri leta izvajal prvi resen raziskovalni projekt o soški postrvi v svoji ribogojnici v Kobaridu. Plemenke soške postrvi je z elektro ribolovom  odlavljal na Soči, na Koritnici in na Tolminki, jih prinašal v ribogojnico in jih je osmukal z ikrami. Leta 1985, so bile te nove mladice soške postrvi že dovolj velike, da je dr. Ocvirk spoznal, kakšne sploh so in kako rastejo soške postrvi. Ko je g Fischione pripeljal dr. Ocvirka z njegovo ekipo na Zadlaščico, so ujeli okrog 80 postrvi in ko jih je pregledal dr. Ocvirk, je ugotovil, da so vse čiste soške postrvi! Do takrat so pregledali že vse reke na Primorskem in povsod so našli največ križanke, ne pa soške postrvi. Ribiči so z vlaganjem potočnih postrvi v sto letih skoraj uničili soške postrvi.
Takrat, leta 1987, ko sem vodil po naših rekah g. Taff Price in g. Martin Darell, smo še lahko lovili na Zadlaščici. Z navdušenjem sem zadnji dan peljal slavna ribiča na Zadlaščico in imeli smo kaj videti. Ujeli smo eno za drugo lepšo soško postrv in ujeli smo jih mnogo. Niso bile velike, bile pa so lepe in pomembno je bilo, da so bile prave, čiste soške postrvi!

Bil sem izredno zadovoljen, da sem rešil ponos soške postrvi, Ribiško družino Tolmin in na koncu samega sebe. Zadnji večer je prišel k Šterku iz Milana tudi g.Fratnik in dolgo v noč smo proslavljali našo soško postrv.

Puč se nadaljuje

»Novi« predsednik je že takoj, že med prazniki, poklical »bivšega« predsednika in zahteval, da bo prišel že prvi delovni dan, to je v sredo, 2.11.2016 in bo prevzel dokumentacijo ZRD Primorske, predvsem pa njen žig. »Bivši« predsednik mu je povedal, da je dokumentacija zelo velika in je ne more pripraviti v sredo, ker mora cel dan delati v firmi Faronika d.o.o., kjer je on direktor. Dogovorila pa sta se, da lahko pride v četrtek ob 16h, ko bo lahko pripravil vso dokumentacijo.
V sredo zjutraj, mi je »bivši« predsednik to povedal. Moji možgani so res poškodovani, a ko sem to izvedel, so takoj šli v mode alarm! Pa kje je zapisnik »puč« skupščine, pa kaj pravi Zakon o društvih, in kaj pravi Pogodba in Statut ZRD Primorske!? Sedež ZRD Primorske gosti zastonj RD Tolmin v svojih prostorih. Popolnoma mi je logično, da bo šel ta sedež tja, kjer bo nov predsednik, oziroma, kot se bodo dogovorili pučisti. Za tako spremembo pa so pomembne nekatere formalnosti, ki jih določajo zakoni in statuti. Ali smo prišli kar na divji zahod?
»Bivšemu« predsedniku sem takoj povedal, da tako ne gre. On pa je vztrajal naprej, da hoče takoj oddati vse, da ne bo imel nikoli več probleme z ZRD Primorske. Ko sem ugotovil, da me ne bo poslušal, sem razmišljal naprej. Pregledal sem pogodbo in statut ZRD Primorske, saj sem ju največ sam napravil ob pomoči nekaj starejših pravnikov/funkcionarjev ZRD Primorske v letih 2003 in 2007. Pregledal sem Zakon o društvih in na konec sem poklical še na Upravno enoto v Tolminu. Odgovor je bil jasen. Najprej mora biti registriran nov predsednik na ustrezni Upravni enoti, enako tudi sedež. Zato sem pripravil predlog sklepa in obrazložitev za Upravni odbor RD Tolmin. Ker se je mudilo, sem predlagal korespondenčno sejo in sem poslal vabilo z gradivom s spletno pošto vsem članom UO RD Tolmin in predsedniku Nadzornega odbora. Prosil sem jih še, da mi odgovorijo do 10h naslednji dan, v četrtek, 3.11.2016.
Sedem članov UO RD Tolmin mi je sporočilo že do devetih zjutraj v četrtek, 3.11.2016, da ne dovolimo prenos sedeža ZRD Primorske kar po kavbojsko. To naj poteka legalno po Zakonu o društvih in po Statutu ZRD Primorske. Meni je bilo logično, da nista glasovala dva člana UO, ker sta bila vpletena v puč, eden pa dela ponoči in verjetno ni videl mojega emaila. Prej, kot sem pripravil pismo, sem še enkrat klical na Upravno enoto in so mi odgovorili, da mora biti prej najmanj registriran novi predsednik in mora skupaj z bivšim predsednikom napisati in podpisati prevzem ob pričah. Nato lahko odnese dokumentacijo. Moram pa vam povedati, da te dokumentacije ni možno odpeljati z avtom, ampak je treba pripraviti prikolico. Te dokumentacije se je v 62 letih ZRD Primorske kar precej nabralo! Nekdo bi lahko iz tega materiala napisal zgodovino te zveze, dvomim pa, da se bo to res zgodilo. Meni je čisto vseeno, kam bo ta dokumentacija šla, važno je, da gre legalno, bojim pa se, da jo bodo nekje uničili, kot se je to zgodilo v naši novi državi.
Sklep našega UO je tajnica pisno poslala »bivšemu« in »novemu« predsedniku ZRD Primorske, računovodkinji, tajniku, Upravni enoti Tolmin in vsem družinam ZRD Primorske. Posebej sem ustno opozoril tudi »bivšega« predsednika in računovodkinjo ZRD Primorske. Jaz nimam namena, da bi zaposlil varnostnike, upal pa sem, da bodo upoštevali naš sklep »bivši« funkcionarji ZRD Primorske.
»Bivši« predsednik ZRD Primorske mi je že kmalu sporočil, da hoče »novi« predsednik takoj isti dan priti in vzeti vso dokumentacijo, predvsem pa hoče imeti žig ZRD Primorske! Jaz sem »bivšega« opozoril, da ima sklep našega UO in naj ne odda ničesar. Saj niti zapisnika skupščine puča ni dobila niti naša družina niti on! Povedal mi je tudi, da bo verjetno zraven prišel advokat. Sam sem to itak računal, saj poznam, kako delujejo ti pučisti; normalnim ljudem je treba vliti strah!
Za isti dan ob petih popoldne je Blaž sklical sestanek skupine za projekt »Fishtrail« v naši pisarni. Nekoliko sem zakasnil, skoraj za deset minut. Ko sem prišel, je že bila tema, skozi okno pa sem videl, da je tam že precej ljudi. Ni lepo, da sem zamudil. Ko pa sem vstopil, sem ugotovil, da tam niso ljudje, ki sem jih pričakoval; bilo je štiri ali pet pučistov, »bivši« predsednik in računovodkinja ZRD Primorske. Bili so kar razburjeni in »bivši« mi je hitro rekel, da bodo hitro končali, drugi, ki bodo na našem sestanku, čakajo v gostilni. Umaknil sem se v sprednji prostor, na stol naše tajnice in sem počakal. Ko so končali in so odhajali, me ni pozdravil nobeden, razen z izjemo en funkcionar iz družine »Soča«.
Ostala sta računovodkinja in »bivši«, ker sta spadala v skupino našega projekta. Takoj sem videl, da sta prestrašena. Trdila sta, da njihov advokat pisno zahteva, da morata takoj oddati dokumentacijo in računovodkinja je poleg mene poklicala neko pravnico, ki je tudi trdila, da imajo pučisti prav. Ja strah je velik in »bivši« predsednik je rekel, da bo naslednji dan po delu sam pripravil prikolico in bo odpeljal dokumentacijo tja, kamor bodo rekli. Povedali so mu tudi, da se bo vnaprej pogovarjal samo z njihovim advokatom. Opozoril sem ga, da bo kaznovan v našem UO, če to stori. Ni pomagalo, bolj ga je bilo strah pučistov kot naš UO.
Preko noči sem razmišljal, kako bi opogumil »bivšega« predsednika ZRD Primorske. Razumel sem, da ga je bilo strah posledic, če ga bodo pučisti tožili. No, in kaj je narobe napravil? Ni pravočasno sklical UO in skupščino ZRD Primorske. In če ga kdo prijavi ustreznemu inšpektorju, lahko dobi globo za prekršek v vrednosti 140 EUR. Vse sekcije ZRD Primorske pa so celo leto delovale dobro in že dolgo ni bilo toliko denarja (nad 7.000 EUR) na njihovem računu. Ne vem, ali je on tem pučistom sploh povedal, da je bila 60. Obletnica ZRD Primorske že leta 2014, ko je bil prejšnji predsednik ZRD Primorske, ki je dal ostavko spomladi leta 2015. Namesto, da bi ga članice ZRD Primorske pohvalile, da je jeseni 2015 napravil to proslavo, bi ga danes pučisti hoteli tožiti! Vse to je delal brezplačno in zdaj se boji teh pučistov! Vnaprej naj se sami dokažejo, kaj znajo narediti. Da so na zadnji skupščini najprej sklenili, da bodo najprej jedli, zdaj je verjetno »novi« predsednik kar sam najel advokata brez pristanka UO ZRD Primorske! Kar bojim se, da hočejo takoj priti do računa in denarja ZRD Primorske.
Vedel sem, da jaz njega ne bom mogel opogumiti. Moral sem dobiti novo orožje. Že pred osmo zjutraj 4.11.2016 sem že bil v naši pisarni. Že prezgodaj sem klical advokata in dobil sem ga šele po osmih. Prosil sem, da je nujno in rabim vsaj pol ure, da razložim naš problem. Odgovoril mi je, da je zelo zaposlen, obljubil pa mi je, da me bo takoj poklical, če bo videl, da lahko dobi časa za pol ure.
Pazil sem, da je bil moj mobi ves čas ob meni. Naši zaposleni so zadnje dneve zelo zaposleni. Faronika prodaja na veliko, pripravljati pa je treba plemenke za njihovo svatovski  čas. Poleg tega je en delavec na bolniški. Moram reči, da dela v trgovini in v predelavi tudi direktor. Dopoldne so morali napolniti nad tono živih rib na naš kamion in Dušan ga je nato odpeljal v Ljubljano. Že drugi dan so pomagali naši ribiči iz Avstrije in delali so dobro. Mene pa je ves čas skrbelo, ali me bo advokat pravočasno poklical.
Advokat me je poklical ob dveh popoldne in takoj sem bil pri njem. Seveda sem že prej pripravil Pogodbo in Statut ZRD Primorske, pa gradivo zadnje skupščine in sklep UO RD Tolmin. Hitro sem mu na kratko in precizno povedal celo zadevo. Ko sem končal, mi je povedal, da mora gotovo zadevo preučiti, a na prvi pogled ta skupščina verjetno ni bila legalna. Če se spremeni dnevni red skupščine, je treba poslati novo vabilo z gradivi vsem članom in nova skupščina mora biti sklicana v toliko dnevih, kot piše v njihovem statutu. Poleg tega pa »bivši« predsednik ne sme nič narediti, dokler ne dobi vsaj zapisnika zadnje skupščine.
Ko mi je advokat to povedal, sem takoj preko telefona poklical »bivšega« predsednika. Upal sem, da z avtom in prikolico z vso dokumentacijo ZRD Primorske še ni odpeljal. Ko mi je odgovoril in mi je povedal, da mora še vedno delati v Faroniki, se mi je odvalil kamen iz mojega srca. Takoj sem mu razložil, da naj ne pelje in mu bom takoj dal telefon advokatu. Ta te bo opogumil, da ne boš delal zopet nelegalno, kot to delajo novi pučisti.
Razgovor po telefonu med advokatom in »bivšim« predsednikom ZRD Primorske je trajal dolgo. Ko sta končala, sem zopet vzel telefon sam in sem »bivšega« prepričeval naprej, da naj ne pelje dokumentacije in naj počaka, da mu bo po vikendu advokat  pripravil, kaj mora narediti. Poleg tega sem mu zagotovil, da bo imel za sabo podporo naše družine. Pristal mi je, da dokumentacije iz ZRD Primorske ne bo odpeljal.
Ko se bo začel v ponedeljek novi teden, bomo videli, kaj se bo dogajalo.
